Once Preferred Service Providers have been identified, Cogent manages the project-specific Bid or Request for Proposal (RFP) process for our clients. Based upon client input on study/project design, the clinical trial protocol, the scope and global reach of the project, and advice from our expert Associate Partners, we utilize domain-specific RFP templates to customize a project-specific RFP to be issued to the Preferred Providers.
Cogent manages the entire RFP process, including the creation of the RFP documents and materials; dialogue with Providers; receipt, evaluation, and ranking of responses; negotiation with Providers; and final recommendations.
The domain knowledge and experience of our staff and Associate Partners is actively employed during the RFP evaluation process, in both the baseline review of responses and in identifying understated, missing, or incorrect information which may produce an inaccurate projection of cost and/or timelines. This expert review process is critical in maintaining a like-kind or “apples to apples” means of comparison between potential Providers bidding on a project.
We maintain an active database of RFP responses by domain and by Provider which allows us to rapidly compare trends by domain, market, and individual Provider. This broad perspective enhances our ability to make optimal recommendations for our clients, and provides increased leverage in negotiations over terms and pricing.
